Man arrested with two pounds of meth in Greene released without bail
GREENE – A man accused of possessing $100,000 worth of drugs and $22,000 in cash was released without bail Tuesday with officials citing New York State’s bail reform as the cause.
According to a report from Chenango County Sheriff Ernest Cutting, at around 3 a.m. on Sunday deputies were dispatched to a Mirabito gas station in the Village of Greene after a caller stated there was a man slumped in a vehicle slumped over the steering wheel nearby.
Cutting said shortly after arriving Philip S. Cosilmon was located slumped over the vehicle, and upon investigation and in plain view large quantities of drugs and cash were spotted in the vehicle.
After the vehicle was seized for further investigation, Cosilmon, 31, of Smithville was charged with second-degree criminal possession of a controlled substance, a class A felony.
Chenango County District Attorney Michael Ferrarese said Cosilmon appeared in Chenango County Court on Tuesday, and pleaded not guilty. Ferrarese said due to the new bail reform laws Cosilmon was released and the case is pending grand jury action.
“A person caught with two pounds of methamphetamine, with a street value of approximately $90,000 as well as cocaine and heroin, and other illicit drugs with a street value of well over $100,000, should not be free to have the opportunity to continue to sell these drugs in our communities,” said Ferrarese. “Any legislator who voted in support of such drastic bail reform certainly doesn’t have the safety of the communities they represent at the forefront of their role in either the senate or the assembly.”
“I’m grateful that the elected officials that represent Chenango County’s communities voted to oppose this reform, unfortunately they weren’t able to prevent it from passing.”
Cutting said Cosilmon was already under a lengthy narcotics investigation at the time of his arrest and Cosilmon’s vehicle was towed to the Chenango County Sheriff's Office for further investigation.
He said at approximately 6:50 a.m. the Sheriff's Office Narcotics Division conducted a search of the vehicle and located two pounds of methamphetamine, cocaine, heroin, MDMA, acid, mushrooms and over $22,000 in US Currency inside of the vehicle the Cosilmon was operating, with a street value exceeding $100,000.
He added that more charges are likely, and that the Chenango County Sheriff’s Office was assisted by members of the New York State Police Troop C VGNET and the Chenango County District Attorney's Office.
