Oxford School District’s budget passes and decreases tax levy

OXFORD – The Oxford School District’s more than $19 million budget passed last week with planned projects including the purchase of two new buses, upgraded energy systems, and an appropriation increase for the Oxford Memorial Library.

According to Oxford Academy and Central Schools Business Administrator Joe Gugino, there was a 5.2 percent increase in the overall budget, which was based mostly upon salary increases for staff members.

Gugino said while there was a budget increase, there was actually a tax levy decrease thanks mostly due to additional foundation aid.

“We were given $1,231,000 more in foundation aid which is an increase of approximately 9.6 percent over last year’s budget,” said Gugino.

Oxford Academy and Central Schools Superintendent John Hillis also discussed the budget and said this year’s focus was about ensuring the instructional aspect of the district was as good as it could be.

“We did a lot of hard work to make sure that we allocated our resources to the proper places and we really put the instructional aspect of the budget under a microscope,” said Hillis. “Additionally, we made sure that the proper allocations were made to support our district goals and our building goals.”

“Last year we were met with an unprecedented situation, and we had to ensure that student learning was able to take place.”

Hillis said this year the school has been able to prioritize making sure students who attend the Oxford school district are receiving the best possible education, and it wouldn’t be possible without the support of the district’s community.

“We’re very grateful that once again the Oxford community has supported the Oxford Academy school budget,” he said. “One of the keys is to make sure that what we do is sustainable.”

The Oxford school district’s budget vote occurred on May 18 and voters rallied with more than a three-to-one voting ratio in favor of accepting the budget and its added proposals.

The total cost of the 2021-2022 budget is $19,475,132, with an expected $964,590 change in expenditures over last year’s budget. The estimated decrease in the area’s tax levy of about $17,326.

The first proposition listed in the budget was for two 65-passenger bus purchases for a total maximum cost not to exceed $232,000.

The second proposition was for the reconstruction, renovation, or improvement of energy systems for the school district buildings and facilities. The budget lists these systems as including but not limited to electricity, heating, ventilation, cooling, steam or hot water. It states that there is a total estimated maximum cost not to exceed $2,900,000, and some of the costs may be offset by New York State aid and energy savings or revenue available.

The third and final proposition was for the Oxford Memorial Library appropriation, which is now set to be raised by $3,041 totaling $156,139.

The school budget passed its vote on May 18, with 127 voting in favor, and 22 against. The bus proposition passed with 109 voting yes, and 39 voting no. The energy systems proposition passed with 115 voting yes, and 34 voting no. The library proposition was passed with 122 voting yes, and 23 voting no.

Caitlin Golden ran unopposed as a library board member, garnering 144 votes. Nathaniel Emerson and John Godfrey were voted to return as board members with 133 votes each.
