County Planning Department moves forward with electric vehicle purchase

NORWICH – The Chenango County Planning Department is plugging ahead with a plan to purchase four electric vehicles to be used for county business.

The department intends to utilize grant funds awarded by the New York State Energy Research and Development Authority (NYSERDA) for a fleet of four electric vehicles that it says may consequently reduce transportation costs shouldered by other county-run programs.

NYSERDA has awarded the county $187,000 for the purchase, made possible by the county’s continuous participation in NYSERDA’s clean energy initiative. The Chenango County Planning Department sought authorization to submit for the grant from members of the county’s planning and economic development committee last week.

“We could get the money within three to four weeks of when we apply,” said Planning Department Director Shane Butler. “We’ll do that as soon as we get the authorization to do it.”

The planning department has solicited new electric vehicle quotes from dealerships in the surrounding area. It found two fully electric Chevy Blazer EVs from NYE Chevrolet in Oneida bearing a $98,000 price tag for both; and two Subaru Solterra models were found at Zappone Subaru in Norwich for $89,000.

“There’s no out-of-pocket cost for the purchase,” said Chenango County Planner Allison Yacano, who also leads green energy initiatives for the department of planning. “NYSERDA has awarded us the money; we just have to fill out the grant workbook, submit it, and they’ll disperse the money.”

When purchased, the vehicles will be turned over to the Chenango County Area Agency on Aging, which will use them for its programming, including meal deliveries and wellness checkups throughout the county. The agency currently relies heavily on the use of employees’ personal vehicles, but mileage reimbursements make it more costly for the county than purchasing and utilizing county-owned vehicles, said Butler.

The county’s planning department is collaborating with the City of Norwich to use EV chargers already installed in the municipal parking lot behind the Red Roof Inn in downtown Norwich. The request needs to go before the city’s traffic commission and Common Council for approval.

The Chenango County Planning and Economic Development Committee has endorsed the entire proposal which will go before the Board of Supervisors for a vote of approval in August.

NYSERDA’s Clean Energy Communities initiative offers increased grant funding to participating municipalities statewide. The county has previously tapped into NYSERDA clean energy grants to buy electric tools and landscaping equipment. The purchase of four electric vehicles would employ the largest NYSERDA grant ever awarded to the county.
