Sex-offender fugitive arrested in Kentucky, returned to Norwich

NORWICH - A Norwich man who allegedly fled the state in 2024 was arrested in Kentucky and returned to New York to face charges, according to the Norwich Police Department.
Joseph Michael Titsworth, 48, was taken into custody by the United States Marshals Service on March 13, in Henderson County, Kentucky, on a fugitive from justice warrant out of Norwich. He was charged with one count of fugitive from justice and three counts of failure to register as a sex offender (class D felonies).
Authorities allege that Titsworth, a Level III sex offender, absconded from New York in 2024 and had been wanted by Norwich Police since that time. The U.S. Marshals Service, acting on numerous public tips and information obtained through social media search warrants, located Titsworth hiding in an elderly person's home in Kentucky.
