Norwich Police: Erratic driving leads to man charged with having an illegal weapon

NORWICH - Norwich police reported that a traffic stop Monday afternoon led to the discovery of a loaded 9mm handgun with a high-capacity magazine.
Norwich police officers stopped a vehicle on South Broad Street after receiving a complaint of an erratic driver. During the stop, they reported finding a pistol with a 15-round magazine.
The driver, Kaylub J. Rifanburg, 21, of Norwich, was charged with second-degree criminal possession of a weapon, a Class C felony; third-degree criminal possession of a weapon involving a large-capacity ammunition magazine, a Class D felony; and possession of burglar tools, a Class A misdemeanor.
Police reported that Rifanburg was arraigned in Chenango County central arraignment court before Judge Osborn and released on his own recognizance. He will appear in court at a later date.
