Norwich Police Department force fleeing driver to stop, and then find narcotics and weapons

NORWICH – On Wednesday, September 17, City of Norwich police officers were led on a chase that ended after patrol vehicles boxed-in a fleeing vehicle, forcing the driver to surrender.
Police arrested the driver, Lance A. Madsen, of Norwich, after he failed to comply with a traffic stop on Cortland Street.
The incident concluded safely on County Road 36 in the Town of Norwich after officers were able to box in the vehicle, bringing the pursuit to an end, said Deputy Chief Scott Burlison.
During the investigation, officers discovered that Madsen was in possession of narcotics and a weapon.
Authorities also determined that he is an active New York state parolee. He was arrested and charged with criminal possession of a controlled substance in the second degree involving methamphetamine, criminal possession of a narcotic drug with intent to sell, and criminal possession of a controlled substance.
