WINDSOR - On January 19, 2026, at approximately 2:53 p.m., New York State Police at Binghamton arrested a Windsor man on felony weapon charges following a traffic stop.

Troopers initiated a traffic stop on State Route 79 in the village of Windsor after observing vehicle and traffic violations. 

The driver was identified as  Garcia F. Pfister-Gumaer, 23 of Windsor.  While interviewing Pfister-Gumaer, a Trooper observed signs of impairment.  Pfister-Gumaer was asked to perform Standardized Field Sobriety Tests, which confirmed the Trooper’s suspicions of impairment.

Pfister-Gumaer was advised that he was under arrest and resisted but was quickly placed in custody.

Troopers additionally located what appeared to be illegal drugs in his possession.

Ultimately Troopers located:

A loaded 9mm ghost gun;

A loaded 9mm magazine;

An AR-15 rifle;

30 round loaded magazine with 223/5.56 ammunition;

A loaded .38 revolver;

Approximately three grams of crystal methamphetamine

A digital scale with residue;

A metal/glass smoking device;

Pfister-Gumaer was charged with the following:

Two counts of Criminal Possession of a Weapon in the 2nd  degree (loaded firearm other than person’s home/business), a class “C” felony.

Criminal Possession of a Weapon in the third degree (three or more firearms), a class “D” felony.

Criminal Possession of a Disguised Gun in the 3rd  degree, a class “D” felony.

Criminal Possession of Weapon in the 3rd  degree (Possess Unloaded Firearm/Commit Drug Trafficking), a class “D” felony.

Criminal Possession of a Firearm (Possess a Firearm), a class “E” felony.

Criminal Possession of a Controlled Substance in the 5th  degree (Intent to Sell), a class “D” felony.

Criminally Using Drug Paraphernalia in the 2nd  degree, a class “A” misdemeanor.

Driving While Ability Impaired (Drugs), a misdemeanor.

Resisting Arrest, a class “A” misdemeanor.

Pfister-Gumaer was processed at SP Binghamton then transported to the Broome County Jail for Centralized Arraignment.
