County examines treatment court statistics

NORWICH – It was standing-room only during a meeting of the Chenango County Safety & Rules Committee Wednesday where a review of the county’s alternatives to incarceration program was held.
Program board members and staff from Probation, the Sheriff’s Office and Mental Health listened while Laureen J. Clarke, probation director, reviewed the 60-plus page application for 2007.
The specialized drug and alcohol treatment program is designed to inevitably save incarceration costs by enabling more people to be evaluated quicker for treatment and kept out of the county jail. The average length of stay (jail days) for pretrial population has decreased each year from 23.65 in 2003 to 15.5 in 2006.
“Treatment court is working,” Clarke said.
“The jail population looks good,” Sheriff Thomas J. Loughren said. “We have more sentenced prisoners as opposed to court prisoners.”
Total budgeted cost per participant this year is $104 for 25 participating. The number is less than in 2006 because the number of indictments is less, particularly for drunk driving offenses, District Attorney Joseph A. McBride said.
About 1/3 of program participants is anticipated to successfully complete the program during the year. Probations prepares a minimum of 75 pre-plea/pre-sentence investigations.
Clarke’s report stated that prescription drug abuse is becoming more common and difficult to detect, so communications with the attending medical providers has improved. “This has increased physician’s understanding of the program and curtailed shopping around for drugs that the offenders might try to do. This type of monitoring, along with urine screens, is a coordinated effort by the Treatment Court team,” Clarke said.
There were fewer active cases carried over from 2006 to 2007 (13) than were the previous year (17).
Sherburne Attorney Scott J. Clippinger asked whether physicians were required to attend drug screenings. McBride and Clarke said that was not part of the treatment court model.
The application’s successful acceptance guarantees the county $2,600 from the New York State Probation Department.
