Rental registry hearing tonight

NORWICH – The City of Norwich Common Council will hold what could be its last public hearing on the proposed rental registry at 7 p.m. tonight. Last week, the council received the proposed ordinance to amend the City of Norwich Minimum Standards for Housing, City of Norwich Code Chapter 50.
Copies of the amended document are available at the City Hall Codes Office, the Norwich Fire Department and on the City of Norwich Web site at www.norwichnewyork.net.
While the council has kept many of the same minimum standards in place, they have changed the document to include the rental registration and have made the fees and penalties for non-compliance stricter.
According to the document, all landlords must register their rental units with the city in order to rent their facilities, except in the case of an owner occupied dwelling with no more than one rental unit.
Landlords are required to submit an application for registration within 30 days after the ordinance is effective. The application must include the name, address and telephone number of the owner, and if the owner does not reside within Chenango County, the name, address and telephone number of a local contact or agent who does live in the county will be required as well.
The registration will expire after three years, at which time, renewal will be due within thirty days before the expiration.
No fees will be charged for initial registration or renewals, as long as the owner registers within the 30 day time period. After the 30 days are up, the fee for applications will be $5 for a single family unit, $10 for a two family unit, $15 for a three family unit and $1 for each additional unit.
In addition to the registration costs, failure to register within the 30 day time period will count as a violation of the ordinance and could be subject to a fine. According to the proposed amendment, any violation of the ordinance shall be deemed an offense and anyone found guilty shall be “liable to a fine which shall not be less than $250 and not to exceed $1,000 or to imprisonment not to exceed 30 days.” Each day’s failure to comply with the ordinance will constitute a separate violation.
The council will hear public comments on this topic at 7 p.m. at Norwich City Court. The mayor has said the rental registration will be passed by the end of the month.
