HVAC project impacts Guernsey budget
NORWICH – With a heating, ventilation and air conditioning (HVAC) project scheduled to get underway in coming months, an anticipated increase of approximately 2 percent is expected to be seen in Guernsey Memorial Library’s budget proposal.
Library Director Melanie Battoe says the increase has to do with the project referendum which was voted on and accepted in February 2006. The approved referendum totaled $760,000 and a bond was taken out in the amount of $660,000 after the library dipped into its reserve fund for $100,000 of the estimated expense. This year’s overall budget is expected to increase 6.4 percent or approximately $22,000 compared to the 2006-07 year. The total budget is $1,033,474 compared to last year’s $971,285.
“We also started having to pay for our own insurance and that too made a difference in the budget,” said Battoe.
Battoe says the HVAC project has been in the works for over four years and it wasn’t until now that it is getting started without taxpayers having to face any big tax increases.
“The heating system was guaranteed for 25 years and it is well over 40 years old; it desperately needs replacement,” said Battoe.
Replacement of the heating and ventilation throughout the library is expected to start in May and Battoe says completion is expected to be sometime in June. Throughout May and June, she also says there may be some time when the library will close to ensure there are no health hazards for the public.
Battoe is planned to speak before the school board and present her proposed budget at 7 p.m., April 3 on the 4th floor of the Eaton Center. She says she wants to convey to the board and the general public the importance of having a public library in the community.
“We offer a lot of programs for families and a lot of useful information as well as up to date books,” Battoe said.
Also she says the proposed budget will allow an update of the microfilms of The Evening Sun up to 2006. The microfilms now are available but only up to 1998.
Battoe explained although the HVAC project is the biggest project planned, there are many programs already set throughout coming months. Along with regular story times on Friday mornings there is a pajama story time at 7 tonight as well as a demonstration by Lewis Martial Arts from 5:30 to 6:30 p.m. tonight.
There will be a seminar on “Combat in Iraq” by local military members at 7 p.m., April 4; Yo-yo Man at 3 p.m. April 16; a felting demonstration from 1 to 3 p.m., April 17; the Norwich high school poetry team at 7 p.m., April 24; the Monday evening writing group displays their talents at 7 p.m., April 30; and the National Memorial Library special program offers a poetry doubleheader with Bruce Bennett and Michael Czarnecki at 7 p.m., May 2. The spring book sale is also scheduled to be held April 20 and 21. For more information call the library at 334-4034.
