Accused murderer to appears in city court this morning
NORWICH – Accused murderer Daniel Brown was set to appear in City of Norwich Court for his preliminary hearing, at which the judge will decide if there is enough evidence to force the defendant to stand trial for 2nd degree murder. The hearing was scheduled to begin at 10 a.m.
Brown, 45, of 56 Henry St., has been arrested for 2nd degree murder, a Class A-1 felony, for allegedly causing the death of his apartment manager, Tammy L. Periard, 45 of 167 East Main St. Periard was reported missing last Tuesday by family members; police discovered her body in Brown’s apartment building after an intensive search early Thursday morning.
The Norwich City Police Department released a preliminary medical report on Periard’s death Friday. The findings of the report said the cause of death was asphyxiation by ligature strangulation. Periard also suffered blunt trauma injuries to the head. Police said they believed that she was attacked with a stick-like weapon.
Public Defender Alan Gordon had acted in previous family court proceedings as a law guardian involving Brown and his family. The Public Defender’s office said this did not seem to present any conflicts with them representing Brown, but did say they had contacted state officials to be sure. Brown’s public defender, John Cameron, said he would officially place these issues on the record during Monday’s hearing.
District Attorney Joseph McBride said Brown was not eligible for bail because of the crime’s Class A felony status, and the defense reserved its right to request bail at a later date. City Judge James Downey passed on a ruling over bail and Brown was remanded to the Chenango County Correctional Facility until Chenango County Court could set an amount.
Funeral services for Ms. Periard will be held at 11 a.m. on Tuesday from the R.J. Fahy Funeral Home. Friends are invited to call at the funeral home today from 3 to 5 p.m. and 7 to 9 p.m. Memorial contributions may be sent to Troop 502 Girl Scouts of America, c/o Amy Miller, 513 Inman Rd., Norwich NY 13815; or to the Police Benevolent Association (PBA), P.O. Box 306, Norwich NY 13815. A complete obituary for Ms. Periard appears on today’s Page 5.
