Village of Earlville may establish water districts
EARLVILLE – Recently, the Village of Earlville heard the results of an engineering study used to determine the problems with their water system and offer some possible solutions. While the repairs would be helpful for areas inside the village limits, areas in outlying areas may not fare so well.
Brian Skidmore, senior project engineer for the engineering firm Barton and Loguidice told the village where in the water system the problem areas were and what they could do to fix them. The village has been having problems with brown and discolored water running from their taps for years. Skidmore explained that while the village could work to replace pipes and water mains in the village, they would be unable to make the same changes in areas served by the village water that lie outside their limits.
Currently the village water system supplys areas slightly outside of the village limits to the west and east of the village. “As part of this project, the village can’t replace mains outside of the village limits,” said Skidmore.
Skidmore continued, explaining that formal agreements with the towns these houses fall in had never been reached. Ordinarily, the Village of Earlville and the towns with houses served by village water would agree on the formation of water districts. The village would bill the town for the total water usage, and the town would in turn bill the residents. This step provides more options in the event of non-payment, allowing the town to add the un-paid water bill onto a resident’s taxes. Currently, the village has no recourse when non-village residents fail to pay their bills.
“The towns in these areas need to form proper water districts, a formal agreement between the village and the town to supply water,” explained Skidmore.
Residents at the meeting expressed concern that these areas would be cut out of the water supply, effectively increasing the cost of water for each resident.
“That’s not a realistic option, to cut off water to those homes outside the system,” said Mayor Toni Campbell. She explained that whether or not the village voted to make the improvments to the water system, she and the trustees would sill be talking with the surrounding towns about the creation of water districts.
