Tower project timing delays old jail cell demolition

NORWICH – Towers are rising on the Chenango County landscape, replacing an outdated communications system, but the timing has created a stumbling block for beginning renovations at the former jail and Sheriff’s Office in the City of Norwich.
A temporary transmission line still connects the old building in the city with the new Public Safety Facility on Upper Ravine Road in the Town of Norwich, providing 911 Emergency Management communications. West Park Place office contractors have chosen to wait until the new system is operating without the old cable before beginning any demolition on site, RC Woodford, Chenango County Clerk of the Board said last week.
Demolition of the former jail cell which connects the two structures was previously planned for the end of August. County leaders and architects are currently preparing the project for bid.
New York state’s Historical Preservation Office held up a tower that was to be erected in Coventry earlier this summer, Emergency Management Director Matt Beckwith said. “We had to wait for sign offs on an Indian Reservation that might have been there.”
The Barnes Road tower site in Norwich is nearly complete, however. Workers erected the pole there last Thursday. In Otselic, three-fourths of the road’s construction has been completed. County highway workers recently prepped the site and removed stumps.
The county has not taken delivery of any of the tower site shelters yet, Beckwith said.
The towers planned for Pharsalia and New Berlin will follow at a later, unspecified date. The project is estimated to cost the county $3.5 million, plus $4.5 million more to lease the antennas.
Supervisor Linda E. Natoli, R-City of Norwich, said she has been monitoring the tower project. She said it takes four to five days to complete the site preparation phase and then a couple of days to erect a tower. “The equipment piece is second,” she said.
While Woodford said the tower project “is relatively close” to being completed, and all sites would be completed by the end of the year, weather factors could determine exactly when they would become operational.
“We can’t climb the towers with snow falling. It could be on hold until spring if the weather is bad,” he said.
