Guilford building project set to go to vote again

GUILFORD – The new Guilford building project will not raise taxes, town officials say.
Coming in at a cost $1.65 million, councilman Bruce Winsor says they’ve scaled back costs by nearly $1 million and will be able to pay-off the project, if approved, at a rate that won’t necessitate raising property taxes.
The project will go to vote Nov. 6.
The current town building on Marble Road in Guilford Center houses both the town hall and public works and has a host of structural and logistical problems, officials say.
“Something has to be done,” says town Councilman Bruce Winsor. “The present facilities, Town Highway Garage and Town Hall, have suffered serious deterioration as a result of recent months of flooding and years of wear and tear. The building is out of compliance with current building codes and requirements.”
The project has been in development for over two years. The original proposal was shot down by voters in April 2006. It called for a 4,500 square foot salt barn, a 6,000 square foot town hall and a 15,300 square foot highway garage at a cost of $2.5 million. According to the town’s figures, taxpayers would’ve seen a $0.65 increase on every $1,000 of their assessment. Council members say they presented the plans at a purposely high estimated cost, not figuring in lower available financing rates and grant money, which were possible, but not guaranteed.
The new proposal eliminates the salt storage barn and a portion of the new building from the plans.
A pamphlet of information will be sent out to registered voters at the end of September, Winsor said.
