Crouch addresses rural fire department issues

NORWICH – According to Assemblyman Cliff Crouch, some of the rules and regulations imposed on rural fire departments are making it impossible for them to operate at an effective level.
On Monday, Crouch visited the Norwich Fire Department and discussed some of the issues rural departments face.
“Because of training requirements, a lot of smaller departments are no longer able to offer basic service. We need to look at if they can have lesser requirements and still offer basic services,” Crouch said. The assemblyman explained that a task force was being formed that would be made up of a broad range of people who know the field, to look at the regulations imposed on rural districts.
Mayor Joseph Maiurano, Fire Chief Joseph Angelino and Fire Captain Jeff Steward were on hand. Angelino showed Crouch the oldest truck in the fleet, a 1978 Mack. Angelino showed Crouch that while the engine is in good condition, the truck is rusting off its frame. Crouch was then shown the newest truck to the department, a truck which he helped equip.
Crouch provided the city with a $10,000 member item for the fire department. The money was spent to equip the truck with the necessary fire hoses. Unlike older fire trucks, the new truck has a color coated system for the hoses and the corresponding handles on the truck, making it easier to determine which hose needs more pressure at any given time.
“It’s a simple idea, but it makes a lot of difference in an emergency situation,” said Steward. The hoses for the truck totaled approximately $11,900.
“I always try to focus my member items on fire departments and schools, and things that affect health and safety,” Crouch said. “It’s the taxpayer’s money, not mine, but it’s my job to make sure it’s spent responsibly.”
The new truck was purchased by the city for $237,000. With the exception of the hose, purchased by Crouch, the rest of the tools used to equip the truck were provided by the department’s volunteers.
While Crouch was in town, Maiurano took the opportunity to show him properties the city hopes to include in the proposal for the Restore New York grant. The grant would provide funds for the demolition of blighted houses and the construction of new homes in their place.
