City looks to fill vacant positions

NORWICH – In the next few months, the City of Norwich may need to fill at least five positions in various departments.
At the January meeting of the Finance and Personnel Committee, the potential for filling five positions within the codes, fire and public works departments was discussed.
Human Resources Director Deborah DeForest told the committee that firefighter Gary Cates would be retiring after 30 years of service. While the Common Council has the option to not hire any new personnel this year, the Fire Department has seen a decrease in the number of overtime hours, and the department’s budget is looking better than it has in several years. Additionally, due to contractual rules, if the city wishes to hire a replacement, that person must be hired within 90 days. The committee asked DeForest to begin recruiting for the position.
In the codes department, DeForest announced that Ordinance Inspection Officer Murray Roach had submitted a letter of resignation, stating his last day would be Jan. 21. The Code Enforcement Department has seen an increase in the work load over the last year, as they have worked to enforce the revised Chapter 50 of the city code for minimum standards for housing and a revised garbage ordinance.
“In light of the situation, I think we need to find a replacement,” said Ward Four Alderman Walter Schermerhorn.
Code Enforcement Officer Jason Lawrence told the council that currently Roach is working 36 hours a week, and that the department is handling 148 complaints a month.
While the committee agreed that a replacement was necessary, they were not sure how many hours a week the position should require. Mayor Joseph Maiurano explained that Roach was working close to full time, but because he was also a retired City of Norwich Police Officer, he does not collect extra benefits. “That’s a big factor in the cost. We need to take a look at that,” Maiurano said. If the position is kept at the same number of hours, the city will also need to pay for benefits. The committee made a motion to approve recruitment for the position; however no determination has been made concerning the number of hours.
In the Department of Public Works, Superintendent Carl Ivarson told the committee three poitions had been vacant for almost a year and that his budget allowed funds for the positions to be filled. Ivarson announced that one, employee Troy Ingham, was working to receive the training needed to fill one position as a grounds and pool technician. However his promotion would still leave three openings in the department. The committee approved the conditional promotion of Ingham and the recruitment for the DPW positions.
