Town of Plymouth discusses abandonment of bridge

PLYMOUTH – A bridge located on Old State Highway 23 in the Town of Plymouth may have outlived its usefulness, according to town and county officials.
The bridge, which is situated on the west end of Old State Highway 23 before the road meets State Route 23, may be abandoned, depending on the decision reached by county leaders.
At a recent meeting of the Chenango County Public Works Committee, supervisors discussed the possibility of abandoning the bridge, which serves about 21 people a day. Old State Highway 23 is a small, half-mile road, with both ends dumping out on State Route 23. If abandoned, those who use the bridge would have to travel an extra half-mile on Old State Highway 23.
County Director of Public Works Randy Gibbon explained that no decision has been made. Officials have just begun discussing the possibility of abandoning the bridge. However, if they decide to go forward with the plan, they will need adjacent property owners to sign off on the decision so they may begin abandonment procedures, which could take anywhere from four to six months.
“ I just can’t see the justification to keep it,” Gibbon said at the meeting. In August, Gibbon said the bridge, along with five others, was on the list to be replaced within the next five years. However the cost to replace the bridge would be approximately $250,000. Officials have said that abandoning the bridge will not only save that sum, but also the perpetual costs of maintaining the bridge.
Plymouth Town Highway Superintendent Peter Marshall agreed that the bridge should be abandoned, saying he thinks it would improve the intersection. Currently, Daniels Road and Old State Highway 23 merge on the east side of the bridge and Old State Highway 23 merges with Kirk-Old State Road on the west side of the bridge, just before the intersection of State Route 23. If the bridge were abandoned, cars from Kirk-Old State Road 23 would exit from the west end and cars from Daniels Road would exit on the east end. With little traffic traveling over the bridge and a difference of less than a mile if it were abandoned, officials have said the bridge is not efficient for Chenango County.
Gibbon was unable to say when a decision on the possible abandonment might be reached.
