Norwich woman arrested on federal warrant

NORWICH – Linda O’Connor, 46, of 14 Miller St., Norwich, was arrested Sunday by the Norwich Police Department on a federal warrant and handed over to the Federal Bureau of Investigations. Also charged in the complaint was Dean M. Sacco, 48, currently held at the county jail on rape charges. The description on the warrant read, “buying, selling a child.”
O’Connor was arrested for endangering the welfare of a child last spring in circumstances involving a 12-year-old girl allegedly being sexually exploited by a landlord, Sacco, in exchange for rent.
The extent of her involvement was never clarified by investigators and the official charge cited her for not properly monitoring the child.
District Attorney Joseph McBride said his office could not comment on whether or not the new arrest indicated an escalation of her criminal involvement in the case, but confirmed that the new charges stemmed from the same incident.
In earlier court appearances, the DA’s Office said the child lived downstairs from Sacco in an adjacent Norwich apartment. The child was allegedly forced into performing sexual favors in exchange for rent reductions.
O’Connor has not yet been directly implicated in the arrangement. The FBI and U.S. District Attorney’s Office were unavailable for comment and a description of the federal charges filed Sunday have not yet been released.
The Norwich Police Department and District Attorney’s Office said they could not comment on the details of an open case.
Following the incident, Sacco allegedly fled the area to New Jersey. He was later extradited.
Sacco’s trial is scheduled to begin Wednesday at 10:30 a.m. He has requested that he be tried before a judge. He faces three counts of first degree rape, three counts of first degree criminal sexual acts and first degree of course of sexual conduct against a child, all B felonies carrying a possible sentence of 25 years for each charge. In addition he is also charged with two counts of second degree rape, second degree criminal sexual act (both D felonies) and endangering the welfare of a child, a misdemeanor. These do not count the new charges against him listed in the federal complaint.
Sacco is currently being held at the Chenango County Correctional Facility without bail awaiting his local criminal trial. He will appear in Chenango County Court Monday and will appear in the U.S. District Court in Binghamton at a later date over the new federal charges.
