Fire dept. needs a new truck
NORWICH – One of the city’s fire trucks has been removed from service and the department is looking at options for purchasing a new one.
At last week’s meeting of the City Finance/Personnel Committee, Fire Chief Joseph Angelino said Engine Two, a 1988 Hahn that was purchased 20 years ago, was out of service due to disrepair. He explained that Engine One is now 21 years old. The 1987 American LaFrance was recently repaired and is awaiting a pump test before being put back in service.
“The truck is stainless steel and it has value, but whether that value is to another fire department or to us as a reserve engine, I don’t know,” Angelino said.
Angelino discussed the possibility of purchasing a new vehicle for the department. Since no formal action has been taken, Angelino could not say exactly how much the truck would cost, but he estimated the truck would run between $280,000 to $300,000, due in part to new engine specifications that went into effect in 2007.
Community Development Specialist Todd Dreyer has been working on a loan application that could potentially allow the city to purchase the vehicle at a low interest rate. A loan through the Firemen’s Association of the State of New York offers an interest rate of 2.5 percent for the purchase of new fire equipment. If approved, the city would be responsible for annual loan payments of approximately $24,000 a year for 15 years, depending on the final cost of the truck.
Although the city has been working to create a rotation cycle for equipment replacement, the advanced age of many city vehicles has made it difficult to maintain a schedule. Angelino urged the committee not to hold onto equipment until it has no resale value.
The committee passed a motion to recommend the council approve applying for the FASNY loan. Loan applications are due by April 10, but Dreyer said the city stood a stronger chance of being approved by getting the application in sooner.
The fire department currently has four pumper trucks, one tanker, two rescue trucks, three ambulances and an array of smaller vehicles.
