Sex offender accused of endangering child

NORWICH – A Norwich man was arrested Friday and charged with endangering the welfare of a child after police investigated an incident that allegedly occurred in the Town of Pharsalia.
According to Chenango County Sheriff’s Department Sergeant Richard Cobb, the Sheriff’s Department arrested James F. Smith, 27, Front Street, Norwich, after investigating a call that came in to an abuse hotline. The Chenango County Department of Child Protective Services assisted with the investigation. The Sheriff’s Department allegedly discovered Smith had committed acts which “endangered the moral, physical and mental welfare” of a six-year-old child.
In March of 2003, Smith was convicted of third degree rape for a prior offense during which he allegedly had sexual intercourse with a 12-year-old girl. He was sentenced to one to three years in state prison. Currently, Smith is listed on the New York State Division of Criminal Justice web site as a level two (medium risk) sex offender.
Smith was arraigned in the Town of Oxford Court and remanded to the Chenango County Correctional Facility on $10,000 cash bail. He is scheduled to reappear in the Town of Pharsalia Court on June 5.
