NYRI's reliability questioned

CHENANGO COUNTY – New York Regional Interconnect’s impact on the state’s electricity system and overall energy reliability was brought into question last week by the state’s grid operator, officials confirmed Thursday.
The New York Independent System Operator (NYISO), a federally regulated organization that operates the state’s wholesale energy market, voted narrowly not to accept NYRI’s “System Reliability Impact Study” during a meeting of its Operations Committee May 22, according to NYRI representatives and unofficial reports. The study was not accepted for reasons related to NYRI’s “technical analysis,” unofficial reports claim.
An NYISO representative confirmed Thursday the vote had occurred, but could not offer any further information or explanation on the motion by press time Friday.
NYRI is required to prove its power line is needed and would not negatively impact the electricity system, according to the state Public Service Commission, the agency that oversees power line permitting.
A NYRI spokesman says the company plans to pursue a reconsideration from the grid committee.
“The NYISO Operating Committee’s vote on NYRI’s SRIS report was extremely close,” said NYRI spokesman David Kalson Thursday, “and NYISO rules allow for a number of options for the committee’s and the NYISO Board’s reconsideration of the SRIS report, which NYRI will be pursuing in the coming weeks.”
According to its Web site, when reviewing a project for permit the PSC considers the overall need for a facility and “the extent to which the facility conforms to the long-range plan for the electric power grid and interconnected utility systems to serve the electric system with economy and reliability” when making its final decision on a power line project.
Albany-based NYRI, a Canadian-backed company, is proposing to build a $2.2 billion power line that would stretch 190 miles from Utica to New Windsor, splitting six townships and 44 miles of Chenango County.
NYRI has yet to undergo a review or file a complete permit application; its first two were deemed “deficient” and sent back for revisions by the PSC.
