NORWICH – There is currently no city ordinance against farm animals, and at Tuesday night’s meeting of the City of Norwich Common Council, one resident sought to change that.

Carol Dubiel, of 53 Sheldon St., spoke during the open forum to ask the council when an ordinance against farm animals would be passed. According to Dubiel and Ward Five Alderman Paul Laughlin, a Sheldon Street residence has been the home of a goat, a lamb and now, two cows. Dubiel said the goat was loose on several occasions and once ended up in her garage.

Laughlin drafted an ordinance barring farm animals in the city; however the city is currently in the process of codifying all city ordinances, a process that hasn’t been done since 1967.

“We’ve been chipping away at it for months, but it’s a long time consuming process,” City Clerk William Roberts said.

In a later conversation, Roberts said the city is hoping to complete the codification process in the next couple of months. The process involves preparing an electronic format of the city charter and all city ordinances. “Our goal was to have it done already, but so many more urgent matters keep coming up,” the clerk and director of finance, said.
