City plans 2009 budget schedule

NORWICH – In order to make the budget process a more orderly and scheduled activity, City of Norwich Finance Director William Roberts distributed a timeline listing important dates during the upcoming budget season.
The city officially began its budget process this week with discussion of the 2008 expenditures and the budget parameters for 2009. Roberts told members of the City Finance/Personnel Committee, that to date, next year’s budget “is looking fine.” He explained that the city has cut overtime costs at the fire department and police department, instead spending slightly more on regular time hours. Expenditures, Roberts said, “are looking OK.”
“On the revenue side, we’re doing quite well,” Roberts said. Sales tax and ambulance recovery rates look favorable, but Roberts said there is no real reliable indication of how sales tax will come out until after the holiday season.
According to the schedule, department heads should have their budgets submitted by Aug. 15. Roberts plans to have a draft of the tentative budget available for the Finance Committee and the rest of the council members to review at the September meeting of the Finance/Personnel Committee.
Roberts requested that the meeting be held the second Tuesday of the month, instead of the first to give him additional time to work on the budget. The committee agreed to change the meeting to 6 p.m. on Tuesday, Sept. 9 in City Court.
The tentative budget will be presented to the council at the following meeting, at 7 p.m. on Tuesday, Sept. 16 at City Court, and a public hearing will most likely be determined that night.
The public hearing could be as early as the October meeting of the Common Council, at 7 p.m. on Oct. 21. Special council meetings will be held as needed.
In 2007, the budget was not presented to the public until Nov. 27, and the public hearing was held the same night as the budget vote. This year, Roberts hopes to hold the public hearing nearly a month before the budget vote. Roberts schedule shows the budget vote on Nov. 18, nearly a month earlier than last year’s vote, which occurred on Dec. 12.
