Town to crack down on delinquent water bills

NORWICH – The Town of Norwich will be holding a public hearing in hopes of creating a new water policy for delinquent users. The policy, if adopted, may result in shutting off accounts not settled within 90 days of notice.
“No one likes this kind of thing, but they’re taking money out of our accounts. That’s not good for anybody. We need a plan,” said Town of Norwich Supervisor David C. Law at Monday’s board meeting.
The board listened to financial reports involving two businesses, now closed, that owed substantial unpaid water bills. One business, which was leased, required the renter be tracked down. The other passed off the remainder of a prior bill onto a new, unknowing owner.
“They think there isn’t really a whole lot we can do about it, I guess,” said Law.
He suggested the board set a plan in motion that would allow the town to issue new letters in February to all overdue accounts. By late March, a fee and a second letter would be sent out and then after that, a final notice and fee would be issued in April. Law said he hoped this would prevent future abuses.
“It looks like they’ve basically got 90 days from their first notice to figure something out,” said Deputy Supervisor Charles W. Brooks.
If at that time an account still could not make an agreeable payment arrangement, then the town could have the City of Norwich discontinue service to that user.
After a short discussion, Brooks moved to hold a public hearing with certified letters addressed to all water users in the town.
“That way there isn’t any hearsay and people won’t be able to say ‘I never got a letter,’” said Brooks.
The motion was carried unanimously and Law said he would schedule a public meeting for sometime in October.
At that meeting, residents’ recommendations and concerns will be heard. The direction of the board in setting specific deadlines and policy would depend on the developments of that hearing.
“We are willing to work with people if they can find a way to work with us,” said Law.
Monday’s meeting was held with only three of the five board members present; Law, Brooks and Joanna Chiarino. Milton Shepler and Adam Evans were unable to attend.
The Norwich Town Board typically meets on the second Monday of every month at 7 p.m.; however its next meeting is Monday, Sept. 8 at 7 p.m. in the Norwich Town Hall.
