County gives green light to parks plan

NORWICH – The Chenango County Board of Supervisors has approved a local volunteer organization’s plans to make East and West Parks a safer and more viable venue for outdoor events.
Friends of the Parks, a group made up in part by representatives from the Norwich Pumpkin Festival, Colorscape Chenango and the Chenango Blues Festival, hopes to raise approximately $400,000 for electrical upgrades and a myriad of improvements to the county-owned parks, including a permanent performance stage.
Friends of the Parks Committee Chairman Eric Larsen said he appreciated the supervisors’ support.
“We can now move onto the next big hurdle, which is coming up with the money,” he said. The funds will be raised privately from local individuals, businesses and foundations. An undisclosed amount has already been secured.
Colorscape Chenango Executive Director Peggy Finnegan said vendors have had to deal for years with the undependable and dangerous electrical system in East Park, in particular.
“I am delighted that the supervisors voted to approve the Friends of the Parks’ plans for East and West Parks. ... For the parks to be used and appreciated, they must be safe. To be safe, changes need to be made, and they need to be made before someone is hurt.” 
New York State Environmental Quality Review procedures could bring Friends before county lawmakers for a public hearing at a later date. The county’s attorney told the board Monday that any issues between private contractors working on county property are issues that could be resolved.
In addition to a turn-of-the-century style performance stage, plans include making both parks and the East Park Pavilion handicapped accessible, upgrading the electrical systems, providing water access, installing security cameras, building new sidewalks, replacing overgrown shrubs, installing decorative pedestrian lighting, providing new benches, relocating the Desert Storm and Early Settlers monuments within the parks, and replacing two Civil War cannons.
Supervisors Dennis Brown, D-Pharsalia, and Lawrence Wilcox, R-Oxford, opposed the plan.
