Supervisors OK final expenditures for tower project
NORWICH – The last expenditure for Chenango County’s public safety communications tower project, begun in 2005, was authorized on Monday.
The Board of Supervisors adopted a resolution to pay out $1.5 million for base radios for the county’s six, newly erected or retrofitted towers.
The money will come from the 1 percent sale tax collection that was mandated back in 2002 for the $26 million Public Safety Facility. County officials refer to the tower project as Phase II of the new jail and Sheriff’s offices now up and running on Upper Ravine Road in Norwich.
The tower project cost $6 million in total. It ran over original estimates by about $3 million because three more 1970s era towers were replaced than were planned, said Finance Committee Vice Chairman Dennis Brown, D-Pharsalia.
Chenango County Emergency Management Deputy Director Matt Beckwith said he anticipated an August completion date, also off schedule, by about a year. Acquiring the radio frequencies took much longer than anticipated and involved working with both state and federal agencies, Beckwith said.
“We submitted the applications several times... but it was well worth the time invested,” he said. Chenango County worked with nearby Onondago County to purchase seven radio frequencies at a reduced rate.
“Hopefully this is complete now,” said Chairman of the Board Richard B. Decker.
In related business, the Board of Supervisors established a capital project acount for the Public Safety Facility that would fund repairs and unforseen building expenses, such as replacing systems that may become obsolete in the future.
The account is not to exceed $50,000 per year and will be funded with surplus boarding-in money. While the actual net expense to revenues won’t be known until the end of February, as of Oct. 31, the jail took in $824,000 from out-of-county prisoners. The amount budgeted for 2008 was $348,000.
