Governor grants release of felon in Norwich 2000 homicide

ALBANY – New York Governor David Paterson commuted the 15-year prison sentence of a woman convicted of participating in the Norwich robbery and murder of Edward Pastore, Jr. in 2000.
The Governor granted clemency Wednesday to Joanne Carroll, 43, of Staten Island, who had at least six and a half years remaining on her 15- year sentence before she would have been eligible for parole.
Paterson said Carroll had dedicated herself to becoming a productive member of society in prison “by excelling in education, vocational, and volunteer programs." He also said she had remorse for her crime and had endured a “troubled childhood” and “drug addiction.”
District Attorney Joseph McBride said he was contacted nearly three months earlier by the governor’s office telling him that they were considering Carroll’s clemency.
“They said she had done very well in prison, that she had cooperated well with the New York State Police investigators and based on that, I had no objection,” said McBride.
A 34-year-old Carroll pleaded guilty in 2001 to first-degree robbery for her role in the July 17, 2000 execution of a Town of Norwich drug dealer, Pastore, who allegedly owed her boyfriend at the time and triggerman, Xavier Valentine, $15,000.
McBride said Carroll entered the house armed with a pistol and held two people at gun point while, Xavier armed with a shotgun attempted to get Pastore to open his safe in the bedroom by beating him with the stock of his gun.
“Her boyfriend at the time was also her codefendant and shot Ed Pastore in the chest after dragging him into the room to open his safe. She was in the room, armed, and stood by as Xavier killed him with a shotgun,” said McBride.
After killing Pastore Valentine tried to blast open the safe and used his remaining rounds in the failed attempt. McBride said this may have spared the lives the two remaining victims who were in the home, Pastore’s roommate and another associate.
Valentine pleaded guilty in 2001 to the shooting and was sentenced to 23 years to life in prison.
Paterson said Carroll obtained her college degree, trained dogs for the disabled and volunteered at a parenting center during her time in state prison.
Paterson granted clemency for Carroll and one other inmate, Freddie Warren, 56, of Suffolk County, out of 450 applications. Warren, who would have been eligible for parole this July, was sentenced to 20 years to life in prison in 1990 over the sale of drugs.
