Earlville holds special meetings on budget, water districts

EARLVILLE – After getting the approval to move forward with a $4.5 million capital improvement project to upgrade the village water system, Earlville will hold special meetings in the coming months to tie up some loose ends.
Although no date has officially been set, the village will hold a special meeting in February to discuss the formation of water districts in the four towns surrounding the Village of Earlville. Currently, the village water system supplies water to residents slightly outside the village lines on the east and west of the village with no formal arrangement between the municipalities.
In past meetings, water project Engineer Brian Skidmore of Barton and Loguidice explained that because there is no formal agreement. With water districts in place, the Village of Earlville would bill the town for the total water usage, and the town would in turn bill the residents who receive water from the village system. This step provides more options in the event of non-payment, allowing the town to add the unpaid water bill onto a resident’s taxes. Currently, the village has no recourse when non-village residents fail to pay their bills.
“The towns in these areas need to form proper water districts, a formal agreement between the village and the town to supply water,” explained Skidmore at previous public hearing on the water project.
With the approval of Earlville’s water project, the formation of water districts is doubly important, because the village cannot expend funds to replace water system components outside of the village boundaries. The village has been working with the surrounding townships to form water districts for over a year.
The village will hold another special meeting at 7 p.m. Wednesday to discuss the budget for the coming year. The budget workshop will be held at the village office.
At the January meeting of the Board of Trustees, the winners of the village house decorating competition were announced. Amos and Jennifer Burgess of South Main St. took first place. Second place was a three-way tie between Arthur and Susan Thormahlen of South Main St., Brian and Jackie Holt of Fayette St. and Richard and Jeanne Macumber of Fayette St. Beverly Welch of East Main St. was given an honorable mention.
The next regular meeting of the Village Board will be held at 7 p.m. on Tuesday, Feb. 10.
