City supports Chenango County shared services

NORWICH – At the first full Common Council meeting of the new year, the City of Norwich presented a proclamation in support of shared services in Chenango County.
Mayor Joseph Maiurano began Tuesday’s meeting by pointing out the historic nature of this year’s inauguration and by bring attention to some of President Barack Obama’s words.
“As our new president has reminded us, it is we, the people, who must be the ones to make a difference. We can’t rely on the higher levels of government. We, here in the cities, towns and counties, must do the hard work to deal with the many serious and complicated issues that lie ahead,” Maiurano said.
While the mayor explained these issues are ours to deal with, he said we do not have to do it alone.
“We can decide to work together to solve our problems. It’s that first decision that each of us must make, to cooperate, to work together, that will make everything possible,” he said. “In that spirit, I’d like to present a proclamation regarding a new category of grants available through the state for shared services.”
The proclamation states the city’s support of closer government cooperation in the county and all of its municipalities. “Shared responsibility for vital services can provide superior services to the residents of Chenango County while alleviating the tax burden on our property and business owners,” the proclamation states.
The proclamation explains that, for those reasons, the city has cooperated with the New York State Commission on Local Government Efficiency and Competitiveness in its recent studies, which have shown the savings possible when communities share services. In addition, the proclamation states, the commission is offering higher funding for shared services programs through a new category of grants.
“There are deadlines for application for these grants of Feb. 11 and March 11. Therefore, time is of the essence. This is an opportunity our communities cannot afford to miss,” the proclamation reads.
Currently, the city and county Emergency Management Office works as a combined entity. Other similar endeavors have been proposed, such as a combined Code Enforcement Office, however those discussions have not yet produced any results.
“It is cooperation, not separation, that will see us all through to a bright and promising future, a new future we can be proud to bequeath to our children,” the proclamation reads.
