Earlville proposes slight decrease in tax levy

EARLVILLE – The Village of Earlville has approved a tentative budget for the 2009/2010 tax year, one that proposes a levy decrease from last year.
Earlville’s projected budget totaled $393,441 last year. The proposed budget for next year totals $390,844.
Despite a $3.4 million water system improvement project, scheduled to take place this year, Earlville’s budget contains no increase in water rates. No programs were cut from this year’s budget, although funding for many items was decreased to save money.
“As you can see by the budget, we made it a priority to not raise taxes this year. There is a very modest decrease in the tax levy, but the most important element of the budget is that we have provisions for the water project, for a new pumper truck, maintenance of the many activities that we started last year, and we still kept the tax levy flat,” said Mayor Toni Campbell.
In a press release, Village Clerk Christian Vischi explained, “With budget line increases to bond anticipation notes – the upcoming water project – and public debt – a pending fire department pumper truck purchase – several budget lines were reduced to balance the budget without increasing taxes.”
Funding added to the budget for new programs last year is still in place and new line items have been included for events like the Independence Day fireworks display, the youth summer recreation program, Winterfest and the village’s free summer concert series. Corporate sponsorship from NBT Bank was obtained for the second season of the concert series.
The tax levy decrease will reduce the tax levy by $175, from $192,118 in 2008/2009 to $191,943 for 2009/2010. The new tax levy will result in a tax rate of 9.0563 per $1,000 of assessed value for Madison County residents and 9.1709 per $1,000 for Chenango County residents.
“I want to thank everyone on the board and our clerk-treasurer who worked diligently over the past several months to bring, what I believe, is a very equitable budget to the taxpayers. In these economic times, I think municipalities have to offer more to their residents, and I truly believe this budget does that,” Campbell said.

Hard copies of the budget can also be picked up at the Village Office during regular business hours, 8 a.m. to noon Monday through Friday. A public hearing on the tentative budget will be held at 6:30 p.m. April 14 in the Village Office. The regular monthly board meeting will follow at 7 p.m.
