Norwich to go out to bid for city hall repairs
NORWICH – More than a year after a proposed move of city offices to the third floor of the firehouse was put back on the table, the City of Norwich is preparing to go out to bid for some of the repairs needed to stay in the current city hall.
For several years, the city has been discussing the possibility of moving city hall to the vacant third floor of the fire house instead of repairing the current railroad depot building. However, after hearing public criticism of the idea last year, the city decided to hold off on those plans. The necessary repairs at city hall include replacing the roof, updating the heating system and making the building more energy efficient. Previous estimates listed the total construction costs at $244,400.
On Thursday, Department of Public Works Superintendent Carl Ivarson presented members of the Public Works / Public Safety Committee with an agreement from Delaware Engineering for professional services including the design, bid and production of a replacement roof for city hall.
The committee discussed the possibility of lowering prices by using different roofing and flashing materials.
“The proposed bid for city hall repairs is strictly for the roof, which has a higher priority and greater urgency than the other items,” said Director of Finance William Roberts following the meeting.
“We are looking to go out for bids on the roof first,” said Mayor Joseph Maiurano. That needs to be done this summer. After that we will be doing the doors, electrical and heating.”
Roberts told the committee funds for the repairs would come from capital reserves.
The committee moved to recommend the proposal to the Finance / Personnel Committee.
When asked if the repairs to city hall meant a move to the firehouse was off the table, Roberts said, “It is expected that a move to the firehouse would be on a longer timeline than we should wait for, relative to the roof, plus, as time moves on, it has become more imperative to preserve the conditon of the roof system and future marketability of the facility.”
The Delaware Engineering proposal will be discussed by the Finance / Personnel Committee at their May meeting.
