Brown Ave. housing construction begins after 10 years
NORWICH – Ten years ago, the property where the former Brown Avenue Bowling alley and bakery once sat was purchased by the Norwich Housing Authority for a construction project. Although the project has seen many delays and setbacks, construction of the first unit has finally begun.
The housing project was originally intended to provide affordable home-ownership opportunities for seniors. The plans called for the construction of six duplex structures, each to be single-story dwellings with a total size of roughly 1,100 square feet.
After receiving bids for the construction of the units, the Norwich Housing Authority determined the cost to construct all six duplex structures at once was simply too high. In January, they received a bridge loan from the City of Norwich and decided to move forward with construction, one structure at a time.
A groundbreaking ceremony for the first unit was held at the site on Thursday. Norwich Housing Authority Executive Director Judy Wingate-Wade thanked the NHA and the city council members for their continued support of the project.
“The city has invested a lot in this project, and it will have wonderful benefits to the neighborhood and he community,” Wingate-Wade said. While she acknowledged the efforts of current City of Norwich Mayor Joseph Maiurano and the current council members, Wingate-Wade said the project never would have gotten underway without the work of former alderman mayor Joe Biviano.
While work on the unit has just begun, Wingate-Wade said the contractors expect to complete the first structure by July. Once that unit is sold, construction of the next unit will begin.
“This is a tremendous project. It was the vision of Judy Wingate-Wade and Joe Biviano. A lot of hard work has been put in, and we as a council want to keep this project going,” said Maiurano.
Council member Robert Jeffrey, who oversees the sixth ward where the project will be, expressed his excitement over seeing the project get underway. “This is exactly what the council wants to do; improve neighborhoods. This goes a long way toward accomplishing that,” he said.
A ribbon-cutting ceremony and open house will be scheduled once the construction is completed.
