City awards second emergency home grant

NORWICH – A second city homeowner has taken advantage of a program aimed at helping residents with emergency home repairs. During the May meeting of the City of Norwich Common Council, a grant for $5,000 was awarded to a city resident to cover the costs of emergency repairs needed at his residence.
The resident needed to make emergency repairs to his property, including the construction of a new roof and the installation of a hot water heater. The city program contains funds for grant or loan money to be provided to residents who meet the program criteria. Applicants must own and reside in the home in question, which must be a single-family or two-family unit within the city of Norwich. The repair must be an emergency repair. Residents must be able to show they are of low income and that with the exception of the repair, the home is otherwise structurally sound.
The program allows for either grant or loan funding, depending on the income of the applicant. The resident in question was awarded a 100 percent grant for his repairs.
City of Norwich Code Enforcement Officer Jason Lawrence inspected the property and confirmed that the roof and water heater were deteriorated and prompt action was necessary. Grants given as part of the program must be repaid if the property is sold, transferred or no longer used as the primary residence within five years of receiving the funding.
In November, the city distributed its first emergency home loan despite the fact that the program has been on the books for sometime. The loan for $488 was granted to a Mitchell Street resident for chimney repairs. In November, Community and Economic Development Specialist Todd Dreyer explained that the program provides funds if there is “a condition that threatens human health or safety.”
When the program first began, $14,000 in funds was available. If the funds are not replenished, the grant portion of the program may be eliminated.
