Oversight changes lead to shakeup at CIT

NORWICH – Five positions were recently eliminated at the Valley Ridge Center For Intensive Treatment, a fall out from consolidating the facility under the umbrella of Broome Developmental Disabilities Services Organization in Binghamton.
The consolidation was approved in April as part of the New York State 2009-2010 budget. Members of the Valley Ridge Board of Visitors, comprised of members of the community charged with overseeing operations at the facility, met last week to receive an update on the staffing changes.
New Valley Ridge CIT Director Carl Letson said the treatment facility “will continue to function as it is now, in the same vein.” However, he could not confirm whether the Chenango County-based Board of Visitors would be absorbed within the Broome DDSO Board of Visitors, or left to monitor the Norwich facility as is currently done on a quarterly basis.
“We look forward to working with them we will continue to work with them and incorporate them into overall operations of DDSO and CIT,” Levin said.
Levin was the former director of intergovernmental and legislative affairs for OMRDD and has experience in forensic operations and corrections.
Valley Ridge is home to about 60 individuals who have developmental disabilities who require intensive treatment services due to their offending or criminal behaviors.
Two of the eliminated positions are management level, according to Letson, who is also Broome DDSO director. Nicholas Andrews, deputy director of administration with Valley Ridge since it opened in 2002, was let go. Facility director Chuck Kearley will continue on in his role, though his exact title has yet to be determined. Letson will assume overall responsibility for Valley Ridge.
“He (Kearley) is also being utilized by the New York State Office of Mental Retardation and Developmental Disabilities in Albany to analyze forensic (intensive treatment) facility operations statewide. He will have that additional responsibility,” said Levin. Broome DDSO is a unit of OMRDD.
Neither Valley Ridge executive, who both live in Norwich, could be reached for comment yesterday. A secretary at the Upper Ravine Road facility said Andrews was on vacation. Calls to Board of Visitors members were also not returned.
The second management position to be eliminated has not been disclosed because of “bumping rights” under Civil Service Law. Levin said the manager in the position might not actually be the person who would be let go. The three other eliminations did not affect actual jobs, as Broome DDSO was able to absorb the positions within its operations, Levin said.
