So far, Sheriff's race has only one runner

NORWICH – The race for Chenango County Sheriff appears to have only a single contestant so far. Tuesday, the county’s Board of Elections confirmed that one petition had been taken out for the post.
Republican Commissioner Harriet Jenkins and Democratic Commissioner Carol A. Franklin said the only petition retrieved from the office as of yesterday afternoon was taken by newly-appointed Chenango County Sheriff Ernest R. Cutting Jr.
The county Clerk’s Office confirmed Tuesday morning it had received an order from Judge W. Howard Sullivan appointing former Undersheriff Cutting to the vacant sheriff’s position on an interim basis.
Cutting resigned from his undersheriff’s position Monday so he could be eligible for the position in compliance with the federal Hatch Act. That same day, former Sheriff Thomas Loughren stepped down. He has accepted a position as police chief on an Indian reservation in Florida, leaving two years into his latest four-year term.
Interested candidates seeking the office could still take out a petition.
“Typically when there is a candidate from either party running for an office like the sheriff’s, we’ll receive information or questions prior to someone coming in for a petition, and we haven’t received any except for Mr. Cutting’s,” said Franklin.
“We usually get a call first,” said Jenkins, who explained that she usually received word of potential candidates, but had not yet heard of any other.
Petitions for the office must be filed between July 13 and 16.
Jenkins said the Republican party’s primary is scheduled for Sept. 15 and the general election for Nov. 3.
Cutting said that although he has been appointed by the county as its acting sheriff, the governor’s office can still appoint its own candidate, superseding the county’s appointment.
Cutting or any appointee chosen by Governor David A. Paterson will serve as sheriff until Jan. 1, when an elected candidate would normally take office. That elected candidate would then serve a full four-year term as sheriff, explained Franklin.
“I’m extremely honored to receive the appointment,” said Cutting.
The night before his appointment, Cutting met with local Republican and community leaders. “I’m determined to do the best job I can,” He said.
Cutting said that following the July 16 petition filing deadline, he would select a person for the position of undersheriff. Cutting did not speculate on a list of potential candidates.
