Repairs to Oxford landmark made possible with state grant

OXFORD – A state grant will cover roughly half the cost of much-needed repairs to the upper level of the historic bank building in Oxford, according to the village’s top elected official.
Oxford Mayor Terry Stark confirmed Friday that the village had applied for and been approved to receive a $52,500 matching grant through the New York State Office of Parks, Recreation and Historic Preservation’s Environmental Protection Fund. The grant application was completed with the assistance of Gene Rood, an Oxford resident and professional engineer.
The project will include repairs to the bank building’s roof and interior drainage system and re-pointing of the chimney, Stark said, as well as refurbishing or replacing the structure’s wooden fascia and soffit. Some windows on the building’s third floor may also be replaced. He estimated the entire cost of the project to be between $115,000 to $120,000.
In addition to the matching grant, the village has approximately $50,000 in a bank building reserve account which will be used toward the project, Stark said. Bids for the work will be sought once paperwork is finalized with the Parks Department.
According to the mayor, the work planned is phase one of a three phase vision for the building. Phase two, which is dependent on the adjacent 3-5 Canal St. property, would involve adding a new rear entrance and elevator at the rear of the building and “reconfiguring the third floor to accommodate the police department and unified (town and village) court,” Stark explained.
This, he said, would allow for “better utilization of the building as a whole” as well as provide a higher level of security and meet state guidelines for consolidation.
Phase three would involve reconfiguring the town and village offices on the first floor.
“The town has some need for additional space,” Stark explained, as well as greater privacy for the assessor.
The town’s current lease with the village expires at the end of December. Stark said he would like to see the town to sign a new, five-year lease at that time, so that the village “can better plan for the future” use of the building.
The bank building, constructed in 1896, was gifted to the village by NBT Bank in 1999. It currently houses both the town and village offices, as well as the law offices of Roger Monaco, and is listed on the New York State Register of Historic Places.
