Lawmakers adopt economic development measures

NORWICH – County lawmakers adopted resolutions this month aimed at spurring on the economy.
The Planning and Economic Development Committee requested and received approval for $14,500 to continue a second year of improvements to the county’s campgrounds at Gaius Cook Park in the Town of Greene.
The county spent $16,500 last year to repair the pond’s drainage system and clear the boat launch area, replace worn bridges; build stone walls; clear trails and a picnic area; plant hardwoods and flowers; and erect directional signs.
Phase two would include further work on trails - making some barrier free and incorporating a railing for the handicapped - additional signage, fencing in the playground area, completing the stone entrance walls and advertising strategies.
County supervisors also agreed to grant Cornell Cooperative Extension of Chenango County $5,150 for ag related marketing and promotional activities. The county has granted a total of $33,250 to the extension since 2002.
Both expenditures will be made from the from county’s capital project account for infrastructure, promotion and business development.
In June, the committee also received authorization to spend $10,000 from the capital account on a feasibility study for Catholic Charities of Chenango County. The not-for profit operates the Children’s Center in Norwich. About 70 percent of the placement calls made to the Center are being turned away for lack of space.
The committee’s assistance would pay for a feasibility study, one that would explore the center’s options for expansion.
The Planning and Economic Development Committee offered a measure that supports the legalization of industrial hemp as an agricultural crop. Industrial hemp is cultivated legally in more than 30 counties, including Canada, France and Great Britain.
Not to be confused with marijuana, industrial hemp has no intoxicating properties and is used in the processing of food, fabric and fuel. Currently, the United States is the largest importer of hemp-based products in the world.
Legalization would “promote the development of industries for its processing,” the resolution stated.
