County takes ownership of five flooded out properties
NORWICH – Chenango County now owns five residential properties that it didn’t want in the first place thanks to a New York state flood remediation program.
After a year of investigation, coordination and $20,000 spent on a consultant, the following are now on the tax rolls: properties located on Prentice Street in the City of Norwich; East Main Street in the Village of Afton; North Chenango Street in Greene; Rt. 8 in Mt. Upton; and Rt. 41 in Afton.
Chenango County Chairman Richard B. Decker, R-North Norwich, characterized the program which followed the region’s record-breaking floods in 2006 as “just feel-good legislation from Albany.”
“We really didn’t want them. There’s no benefit for the county. They told us we ought to do it,” said Finance Chairman Lawrence Wilcox, R-Oxford.
The Greater Catskills Flood Remediation Program made $750,000 available for the purchases a year ago. The grant contract was authorized in May, said Clerk of the Board RC Woodford. The total amount authorized was $663,750 to purchase the properties, demolish any existing structures and restore the land.
Chenango County may later donate or sell the parcels, however per the program’s specifications, they must remain open space or wetlands, or be used for flood mitigation or recreation.
“It may well be the county’s intent to sell or transfer title to those properties with those deed restrictions that will keep them green space,” said Woodford.
According to the program’s guidelines, people whose properties were so heavily damaged that they could not sell them were able to sell them to the county at pre-flood prices.
The Greater Catskills Flood Remediation Program has provided money to 11 counties that suffered from floods since 2004. Properties must have been flooded out at least once and are likely to be flooded out again.
