Three new houses going up in Norwich

NORWICH – Construction is now underway on all three of the City of Norwich properties being built as part of the Restore NY program.
While money for the Restore NY grant program was awarded in January of 2007, construction of the three homes that will be built as part of the project just began a month ago. Since January of 2007, the city has worked to demolish the original homes located at 23 Grove Ave., 52 Fair St. and 7 Waite St.
The Restore NY program provided the City of Norwich with $300,000 for the demolition of three condemned properties and the construction of new residences on those sites. According to the program description, “the goal of Restore NY is to revitalize urban centers. It is anticipated that upon completion, the projects funded by Restore NY grants will attract individuals, families, industry and commercial enterprises to the municipality.”
Approximately one month ago, construction began at 23 Grove Ave. and 52 Fair St. R.L. Yale Construction, a Pitcher based company, was awarded the bid for the two properties.
According to Code Enforcement Officer Jason Lawrence, contractor Ricky Yale estimated it would take approximately 120 days from the time he began construction to complete the two homes. “He seems to be on target with that estimate,” Lawrence said. At Grove Avenue, Yale currently has one side of the house sheathed and plans to complete the sheathing and have shingles on the roof by Wednesday. “They’re going to finish the roofing and the siding and then the electricians and the plumbers can come in to do their part,” Lawrence said.
Yale will then shift his focus to the Fair Street property, where the roof needs to be put on before the sheathing, shingles and siding can be done.
Construction on the 7 Waite St. property began a couple of weeks after the other two. Christian Brothers Construction of Oneonta was awarded the bid for the third home. Construction of the Waite Street house is still in the early phases. The foundation has been dug and the footers have been installed.
Construction of all three homes is expected to be completed by the end of the year. The three homes will then be sold at a reduced price to moderate income, first-time home buyers. Economic and Community Development Specialist Todd Dreyer said the details of the home ownership program are still being determined. Specific program requirements will be released as the homes are prepared for sale.
In May, the City of Norwich applied for a third round of Restore NY funding. Their application for the third round suggested renovations to commercial properties. Awards for the third round were expected to be announced in July, but no word has been received.
