Repeat offender allowed to keep his plea deal

NORWICH – A man who allegedly committed additional crimes in jail while waiting to be sentenced on his pending charges was given the same plea deal in Norwich City Court Tuesday that he was originally offered, despite objection from prosecutors.
Twenty-nine-year-old Sandy L. Beeching, 29 Court St., Norwich was sentenced to a one-year conditional discharge that requires him to stay out of trouble for 12 months and was given six months in the Chenango County jail for third degree assault.
The charge originated from an incident that involved Beeching beating and stealing money from a Norwich resident Aug. 18.
After cutting a deal with the District Attorney’s Office that required he not be arrested again, he was charged this week with petit larceny and sixth degree conspiracy, misdemeanors, after he and another inmate allegedly stole about $20 in property while at the jail.
First Assistant District Attorney Stephen Dunshee requested that Beeching’s deal be revoked by the judge and asked him to hand down the maximum sentence for the third degree assault – a full year in local jail.
Norwich City Court Judge James Downey said he would not alter the details of the plea agreement, but offered to have the ADA withdraw the arrangement and re-prosecute Beeching, who originally faced multiple felonies.
Dunshee declined the suggestion and reiterated that he felt Beeching should get a full year of local jail.
The DA’s Office reported Beeching had been arrested 29 times and convicted of seven misdemeanors and one felony in his lifetime. Dunshee also said Beeching had already served time in state prison.
From January to July of 2009, the Norwich Police Department reported that it had 38 different documented contacts with Beeching in the course of their investigations.
In court Dunshee told the judge, “This individual continues to prove himself a danger to the community and he needs to be removed before he’s given yet another opportunity to re-offend.”
Beeching is due to appear in Town of Norwich Court at a later date over the jail theft allegations. The prosecutor in that case will also be Dunshee.
