Norwich Police Chief Joseph Angelino reads a mayoral proclamation recognizing the 101st birthday of Louise Elfeldt Tuesday. Louise has been a resident of the Chenango Valley Home for the past nine years, and by all accounts is the oldest resident in the City of Norwich.
