West Park office occupancy hinges on state

NORWICH – Chenango County Department of Social Services Commissioner Bette Osborne said she must wait for a certificate of occupancy before moving her staff across the street to the new West Park Place office buildings.
State health department officials are scheduled to make a walk through next week.
Completion of the $2.3 million building renovation project has already been delayed two months. A recent setback involving emergency egress could now further delay move-in to the second week in December. Two exterior doors in the former Sheriff’s Office and Chenango County Jail were swinging in the wrong direction and other doors weren’t up to code, Osborne said.
Previous delays since the groundbreaking last February were caused by excess foundation water, a crumbling rear support wall and changing regulations for connecting the new building to satellite communications. Osborne said an antenna on the roof had to be changed two times in order to get a clear signal.
Employees are three-quarters of the way packed up in anticipation of the move, she said.
