County youth programs face further cuts

NORWICH – Recreational programs and other services for Chenango County’s children would face a 12.5 percent funding cut under New York State Governor David Paterson’s proposed budget for 2011.
Youth Bureau Director Kathy Clemens said bureaus across the state had already lost 28.5 percent since the governor took office.
“I’m just going to say it. The cuts made in the state ... . If you look across the board, it’s the general population that’s getting the money taken away from them,” said Clemens.
The combined Youth Bureau budget for the county and the municipalities it serves is $100,000. Clemens, who earns an annual salary of $27,800, is the Chenango County department’s only employee.
Clemens told members of the Health and Human Service Committee Tuesday that she could adjust some programs and services that would result in only a 7 percent decrease to municipal recreational programs. Service programs, such as Chenango County Big Brother Big Sister and the Oxford Youth Center, administration revenues, and school-based counseling programs via Chenango County Catholic Charities would face the 12.5 percent loss, however.
Afton, Oxford and Bainbridge-Guilford school district counseling programs would remain in tact, she said, but the administration of Sherburne/Earlville’s program would be transferred to Bassett Hospital of Cooperstown.
School-based summer recreational programs would face similar cuts with the governor’s proposed cuts.
“The implications are going to be broad ranging. We don’t want these kids not having anything to do for the summertime,” Clemens said.
New Berlin Supervisor Ross Iannello commented that the bureau’s swimming programs offered through municipalities and some school districts are vital for keeping youths from drowning.
“I just hope the programs are going to be there so we can have something to augment,” she said, referring to Catholic Charities and school district funding.
Rich Schlag, D-German, who sits on the county’s Finance Committee, said he didn’t know where the county would find the additional funding needed for the Youth Bureau next year.
