Board approves appointment, tenure for Schuchman despite opposition

NORWICH – It’s official. Next year, one administrator will be in charge of both the Norwich High School and Middle School and that administrator will be current Middle School Principal Lisa Schuchman.
Schuchman’s appointment to the newly-created secondary principal position was approved by the Norwich City School District’s Board of Education Wednesday night, by a vote of 4 to 2. Tenure was also granted to the administrator on the recommendation of Superintendent Gerard O’Sullivan, following a similar vote.
There will be challenges associated with joining the two buildings – and the roughly 1,100 students in grades 6 through 12 – under one administrative structure, the superintendent explained.
“This will be a daunting task and will require an incredibly dedicated and focused individual,” he said, describing Schuchman as the “ideal candidate to assume the responsibilities” of the new position.
“Mrs. Schuchman has the background, training, skills and tenacity to define goals in this new environment and then the ability to realize those goals,” the superintendent said, as he made his recommendation to the board.
While the board approved both Schuchman’s appointment and tenure, it was not without opposition from two of their own: Priscilla Johnson and Sally Chirlin. Both board members voiced their opposition to the secondary principal position and the granting of tenure, and voted “no” on both items when they came to vote.
Prior to the vote, community members Jim Wysor and Don Chirlin, both retired teachers, had expressed their concerns about the tenure appointment and the wisdom of combining the administrative functions of the two buildings.
Schuchman’s appointment to the permanent position is effective July 1. Her salary will be $108,500. In her current administrative role, she receives $92,003.
Even with Schuchman’s $16,497 salary increase, the district will net a savings of $73,503 by combining the two building principal positions. Dr. Bob Cleveland, who has filled the high school principal spot on an interim basis for close to two years, currently has a $90,000 a year contract with the district. The agreement is due to expire on June 30.
