Police looking for suspect in Plymouth burglary, arson

PLYMOUTH – The Chenango County Sheriff’s Office has released the name of a man wanted on a warrant for his alleged role in a burglary and arson.
Police are looking for 30-year-old Joseph E. Horton, who investigators believe may have recently been in the Norwich area. His last known address was in Otsego County, said Lt. Richard Cobb.
The Town of Plymouth Court issued a third degree burglary arrest warrant for Horton two weeks ago, but police have been unable to locate him. The Sheriff’s Office is asking anyone with information on Horton’s whereabouts to call the detective’s division at 337-1924.
Cobb said police believe Horton was involved in a home invasion that ended with the residence being set afire on May 14 in the Town of Plymouth.
The Plymouth Fire Department responded at about 9:27 a.m. after a fire began in the spilt-level, ranch-style home’s lowest floor at 4091 State Highway 23. Cobb said the owners weren’t home when the fire started. The mother and son residents, Jay Foster and Shirley Foster, were forced to move into a local hotel after the Chenango County Code Enforcement deemed their house a health and safety hazard.
Firefighters were able to save the home, but the basement level was nearly burned out with smoke damage rampant in the lower levels of the house. A number of belongings were destroyed and fire investigators estimate the total damage at more than $100,000.
Chenango County Bureau of Fire’s Cause and Origin Team determined the source of the blaze to be suspicious. The sheriff’s office uncovered evidence at the scene that indicated a forced entry had taken place just before the fire. Cobb said detectives inspected the residence and found missing and displaced belongings..
Shirley said she had lived at the residence for the last three decades, less than half a mile north of Foster Park, which was originally donated to the town by her father.
“I’d like to say I just don’t understand why a person would do something like this, but it’s pretty obvious to me they set the fire to cover their tracks,” she said.
