Police make another round of welfare fraud arrests

NORWICH – Fraud investigators have charged three people receiving welfare benefits each with two felonies after they allegedly misled social workers and fraudulently collected more than $27,000.
The Department of Social Services Welfare Fraud Investigations Unit and the Chenango County Sheriff’s Office arrested three people accused of failing to report changes in their living arrangements or income to DSS after originally being approved for some of the money. The three cases are unrelated and were investigated separately.
Police charged each of the following people with two felonies: third degree welfare fraud and first degree offering a false instrument for filing.
• Jessica L. Titsworth, 28, Norwich, for allegedly stealing $14,376.27
• Tammy Lynn Bresee, 34, Norwich, for allegedly stealing $8,804.45
• Geneia M. Rood, 34, Pitcher, for allegedly stealing $4,600.
Lt. Richard Cobb reported that DSS investigators were in the process of reviewing documents as part of their routine monitoring when they came across the allegedly fraudulent paper work. He said the agency contacted police investigators, who reviewed the information before moving forward with the arrests.
In unrelated investigations carried out in December and June, DSS investigations arrested nine other people for similar crimes, charging them with a number of felonies for stealing various amounts totaling just under $30,000 worth of benefits.
