Much of Chenango County was without power after a violent but brief thunderstorm tore through the area between 10:45 a.m. and noon Monday. Officials reported Tuesday that dozens of traffic signals in the City and Town of Norwich went dead, leaving motorists to fend for themselves at several major intersections.
