Former mayor avoids jail after posting bail, again

NORWICH – Former Earlville mayor Toni Campbell will remain out of jail after raising $25,000 bail for a second time Monday.
The Chenango County Court ordered that Campbell come up with the amount by Monday or be sent to jail after her original bail posters demanded their money back two weeks ago.
New York State Police arrested 36-year-old Campbell on July 2, claiming she used her position as finance manager to steal more than $42,000 from her former employer, Chenango Valley Pet Foods in Sherburne. Prosecutors revealed that they are now seeking charges over nearly double that original amount, claiming the crime involved the theft of about $98,000.
She is charged with second degree grand larceny, a C class felony.
Campbell spent a night in the Chenango County Correctional Facility after her arrest and was released the following day after friends posted $25,000 bail.
The couple who posted her original $25,000 bail, Kim and Paul Panzo, asked for their money back and recommended to Judge W. Howard Sullivan that Campbell be placed behind bars at an Aug. 9 bail hearing.
Sullivan gave Campbell two weeks to replace the funds before the Panzo’s money by Monday’s deadline.
Campbell’s defense attorney Scott Clippinger said his office had been in contact with the bail bondsman, who is on vacation, and was working to return the money by Monday. Sullivan told Clippinger to return the money to the Panzos by the end of the day and provide proof of the refund at a court appearance scheduled sometime next week.
Clippinger also reported that the new amount for the bail had already been placed in an account by his law firm.
Campbell was in her third term as Earlville mayor at the time of her arrest. She resigned from the office on July 11. The board voted to appoint Trustee and Deputy Mayor Mark Doeberl to complete the vacant term through May 31, 2011. Board members have maintained that Campbell had no sole access to the municipality’s finances and all funds were accounted for.
Police said Campbell used the money to purchase a pick-up truck and ATV as gifts to friends, bought cruise and airline tickets and a number of smaller personal items, all with the company’s credit card.
She has pleaded not guilty to the charges.
