UV to appoint temporary member to fill board vacancy

NEW BERLIN – The Unadilla Valley Board of Education will vote Nov. 9 to appoint an interim board member to fill a vacancy until the May elections.
Former UV School Board Vice-President Stanley Foulds resigned his seat Aug. 16, and accepted a position as the school’s head varsity football coach.
Current Vice President Brian H. Burchill said Foulds had just been elected in 2010 to a three year term. He explained the board had the two other options of making an appointent for the full remaining term or holding an immediate special election for the seat.
“To hold an immediate special election would create added expenses for the district taxpayer in coordinating that activity. So we decided to wait until the next regular election to minimize costs and then let the voters decide,” said Burchill.
Burchill said he, along with board members Dr. Brian Brennan and John D. Elliott and South New Berlin community member John Lawrence, formed an advisory committee at the board’s consensus in September after they decided a temporary appointment was the best option.
Burchill said Lawrence was added to the committee after a recommendation from Superintendent Robert J. Mackey suggested increased community involvement.
The committee has spent more than a month looking for possible candidates and will present their final recommendation at a special meeting at 5:30 p.m., Nov. 9, in the District Conference Room.
Burchill said the committee did “a little bit of everything” in conducting its search, reaching out to some individuals and accepting nominations for others. He said a prior experience with the district and the school system was a large factor in screening candidates.
“We were looking for someone who can be caught up in the budget process by the time it begins later this year. We’ll be starting our first workshops in December and January and the budget process, as many are already aware, is an increasing challenge,” said Burchill. 
According to state guidelines, the school board has 90 days to select a course of action to fill the vacant seat by appointment or special election. Between Foulds’ Aug. 16 resignation and the board’s Nov. 9 meeting, 85 days will have passed.
According to District Clerk Donna Taylor after the committee makes its recommendation, the full board will then vote to accept the candidate. Following a successful vote, Taylor explained the appointee will immediately assume a seat on the board.
Burchill noted that a factor in selecting a temporary candidate did not involve a further interest to run for the position in the May elections. He also said the temporary appointment was not an endorsement by board members for the candidate to run in any future election.
Foulds served on the board for over a decade and has 30 years of coaching experience on the Pop Warner level. When the head football job was posted in January of this year, Foulds made the decision to apply knowing that if he was hired, he would have to cede his position on the school board. 
According to Mackey, Foulds will be paid the varsity football coach stipend of $3,138.20.
The board passed the stipend’s amount at their July meeting after appointing Foulds to the position.
