Office moves still on the agenda

NORWICH – After more than a decade of cramped office conditions, could 2011 be the year that Chenango County’s district attorney, public defender and court judge finally get to spread out?
Last week, members of the Chenango County Agriculture, Buildings and Grounds Committee toured available space in the former Department of Social Services wing of the Chenango County Office Building. The excursion was precipitated by District Attorney Joseph A. McBride and Public Defender Alan E. Gordon, who submitted a layout and plans for making a temporary move over to the space.
Chenango County, Family and Surrogate Judge W. Howard Sullivan and New York’s Sixth Judicial District court administration representatives delivered a formal draft floor plan and a space analysis to county officials in August of 2008 and, at that time, were given a two-year time frame for beginning the renovations.
The courts have requested approximately 12,100 square feet of space versus the 4,394 square feet presently occupied.
Chenango County Board of Supervisors Chairman Richard Decker stated last summer that the office switches would remain on hold indefinitely due to New York State budget constraints. No cost estimate for the court district’s renovations was given, however Decker said he believed the move “would be expensive.”
Rather than grant the temporary move, committee Chairman Robert Briggs, R-Afton, told McBride and Gordon that plans to reconfigure the third floor of the original County Office Building are “in the works.” Supervisors, instead, will move their administrative offices and boardroom over to the DSS wing, he said.
McBride agreed to table his request for temporary office space for another three months. Briggs said the plan should be complete within that time frame.
McBride said his physical office space was inadequate for meeting with victims and addressing their concerns privately. His secretaries, he said, “can’t hear themselves talk” and his assistants “can’t concentrate” because of the number of victims, police officers and witnesses in the two rooms.
Gordon said he was unable to talk to clients because new clients file in and out from Family Court continuously throughout the day to fill out applications with his administrator. The two share one office.
